摘　　要：海洋渔业是对资源与生态环境依赖度极大的产业,快速发展的近海渔业对资源与生态环境造成了一定的压力。新发展理念要求在追求渔业经济效益的同时更要重视社会效益和生态效益。基于我国沿海11省市2009-2019年的渔业统计数据,构建由经济、社会和生态效益共同组成的沿海渔业协调发展评价指标体系,运用耦合协调度模型深入测度子效益系统相互作用与协调程度,并进一步构建障碍因子体系,探析主导障碍因子。结果显示,我国沿海渔业综合效益提升较平稳,由经济效益主导向社会效益和生态效益主导转变;子系统耦合度介于0.9-1之间,协调度介于0.3-0.4之间,为高水平耦合、轻度失调阶段;沿海各省市渔业发展主导障碍因子不一,其中山东省障碍度最低。据此提出建立政策评估与反馈机制、完善渔业资源功能性区域划分制度、优化产业结构创新发展方式、加强市场信息监管与披露以及培育专业技术型人才等建议,为促进我国沿海渔业协调发展提供参考。Marine fishery is an industry that is highly dependent on resources and the ecological environment.The rapid development of offshore fisheries has put a certain pressure on resources and the ecological environment.The new development concept requires that while pursuing the economic benefits of fisheries,more attention must be paid to social and ecological benefits.Based on the fishery statistics of 11 coastal provinces and cities in China from 2009 to 2019,this paper constructs a coastal fishery coordinated development evaluation index system composed of economic,social and ecological benefits,and uses the coupling coordination degree model to in-depth measure the degree of interaction and coordination of the sub-benefit system.This paper also further builds a barrier factor system to explore the dominant barrier factors.The results show that the overall benefits of coastal fisheries in China have improved relatively steadily,from economic benefits to social and ecological benefits;the coupling degree of subsystems is between 0.9 and 1,and the coordination degree is between 0.3 and 0.4,which is a high level coupling and mild imbalance stage;the leading obstacle factors for fishery development in coastal provinces and cities are different,and Shandong Province has the lowest obstacle.Based on this,some suggestions are put forward,such as establishing a policy evaluation and feedback mechanism,improving the functional regional division system of fishery resources,optimizing the innovative development method of the industrial structure,strengthening the supervision and disclosure of market information,and cultivating professional and technical talents,so as to provide references for promoting the coordinated development of coastal fisheries in China.
