摘 要:论文基于集对分析法,对闽江口生态、经济、社会协调发展指数进行测算,并通过构建区域政府协同治理评价指标体系,引入复合系统协同度模型,对2010-2017年闽江口区域治理主体、治理机制、技术投入、治理情景子系统有序度及治理体系协同度进行测度评价,并对协调发展指数与治理体系协同度的关联性做量化研究。结果表明:2010-2017年,闽江口生态、经济、社会协调发展指数呈先降后升的U型演化趋势;治理机制子系统对治理情景子系统存在滞后效应,技术投入子系统对治理机制子系统存在滞后效应,治理主体子系统有序度呈线性上升趋势;协调发展指数与治理体系协同度间存在着较强的关联性和一定的时滞效应。Based on the set pair analysis method,this paper measures the ecological,economic,and social coordinated development index of the Minjiang Estuary,and builds a regional collaborative governance evaluation index system to evaluate the order degree of the governance subject,the governance mechanism,the technology input and the governance situation subsystems and the synergetic degree of regional collaborative governance of the Minjiang Estuary from 2010 to 2017 by introducing the synergetic degree evaluation model and the correlation between coordinated development index and regional collaborative governance system is quantitatively studied.The results show that from 2010 to 2017,the ecological,economic,and social coordinated development index of the Minjiang Estuary showed a decreasing to increasing U-shaped evolution trend.The governance mechanism subsystem has a lag effect on the governance situation subsystem,and the technology input subsystem has a lag effect on the governance mechanism,and the order degree of the governance subject subsystem shows a linear upward trend.There is a strong correlation and a lag effect between the coordinated development index and the collaborative governance.
