从国家义利观到国家福利观:地方政府强发展逻辑下农民的国家观变迁——基于南京市溧水区转型社区的治理经验  

From the View of National Justice and Benefit to the View of National Welfare:An Analysis of the Change of Farmers’ View Under the Logic of Local Government Strong Development Based on the Governance Experience of Transitional Communities in Lishui Distric

摘　　要：转型社区是农村社区向城市社区转型过渡的中间社会形态。“保留村”和安置小区构成转型社区的两种场域样态。本文在农民与国家关系的分析框架基础上,遵循义利平衡到福利泛化的研究路径,运用“过程-事件”比较分析方法,基于南京市溧水区西旺社区的案例,考察东部地区强发展逻辑下的“保留村”和安置小区农民的国家观。研究发现,强发展逻辑表现为“保留村”的“强项目下乡”和安置小区的“公共服务泛福利化”。经历了“保留村”从“项目动员”到“项目造点”和安置小区从“以帮代管”到“高标托管”的转变后,转型社区农民的国家观从保持已久的国家义利观向国家福利观变迁,并产生了阻碍城镇化发展、解构农民组织化、削弱国家治理效能等后果。问题的破解需要正视地方政府强发展逻辑的负面影响,重塑农民的国家义利观。Atransitional community is an intermediate social form in the transition from a rural community to an urban community.“Reserved villages” and resettlement communities constitute two types of fields in transitional communities.Based on an interactive analytical framework of the relationship between farmers and the state,this article follows a research path from the balance of justice and benefit to the generalization of welfare and analyzes the case of Xiwang Community in Lishui District,Nanjing City by using the “process-event” comparative analysis method.The study investigates the national view of farmers in “reserved villages” and resettlement communities under the logic of strong development in the eastern region.The study finds that the strong development logic is manifested in the “strengthening projects to the countryside” in “reserved villages” and the “pan-welfare of public services” in resettlement communities.Farmers have experienced the transition from “project mobilization” to “project construction sites” in “reserved villages” and from “management with help” to “high-standard trusteeship” in resettlement communities.The national view of farmers has shifted from the long-standing view of national justice and benefit to the view of national welfare,which has hindered the development path of urbanization,deconstructed farmers’ organization,and weakened the effectiveness of national governance.To solve the problem,there is a need to face up to the negative impact of the logic of strong development of local governments and reshape farmers’ view of national justice and benefit.
