摘  要:为确保水利工程在运行期间能足额下泄生态流量,整理了贵州目前水利工程常采用的4种生态流量下泄方式,并分析了各自下泄方式适用范围及存在问题。针对中小型水利工程运行期生态流量下泄存在的问题,提出了应加强恒生态流量自动控制阀的研究与应用,推动智慧水利平台建设,强化生态用水调度运行管理,完善相关行政管理部门生态流量监控管理平台,同时结合国家近期出台的有关生态流量管理的法律法规、条例、政策增强生态流量在线监测监控的管理力度等5条对策建议,以实现生态流量实时足量下泄的技术支撑,并以现行有关生态流量下泄的法规条例为抓手加强管理,可保障河流水资源开发与生态环境保护的协调发展。此结论可为贵州仍至全国其他省(自治区、直辖市)水利工程下泄生态流量方式的选取及生态流量监控监管提供参考。In order to ensure adequate ecological flow,four kinds of ecological discharge methods commonly used in hydraulic projects in Guizhou were compared,and corresponding applicable scope and existing problem were analyzed.In view of the problems existing in ecological discharge during the operation period of small and medium-sized hydraulic projects,some countermeasures were proposed.These measures are as follows.Strengthen the scientific research and application of constant ecological flow automatic control valve.Promote the construction of smart water conservancy platforms.Reinforce the operation management of ecological water dispatching.Improve the ecological flow monitoring and management platform of relevant administrative departments.Strengthen the management of ecological flow online monitoring combined with the recent national laws,regulations and policies on ecological flow.The above measures could be very helpful in terms of real-time and sufficient discharge of ecological flow,and could guarantee the coordinated development of river water resources development and ecological environment protection with the current laws and regulations on ecological discharge.This conclusion can provide reference for the selection and monitoring of ecological discharge in Guizhou and other provinces.
