RCEP规则下江苏服务贸易的发展

摘　　要：《区域全面经济伙伴关系协定》(Regional Comprehensive Economic Partnership,简称RCEP)框架下的服务贸易规则具有高标准、自由化的特点,能为区域服务贸易发展注入强大动力。江苏与RCEP成员国服务贸易往来密切,RCEP生效实施将会促进江苏产业迈向全球价值链中高端,释放东南亚各国数字贸易市场潜力,促进服务贸易高质量专业人才流动。同时,江苏服务贸易的产业机构有待优化、核心竞争力有待培育,服务贸易企业抗风险能力有待加强,跨境数据流动存在的泄露风险和利用障碍等潜在风险也不容忽视。推进先进制造业与生产性服务业融合发展,聚焦重点领域培育服务贸易主要增长点,以高水平开放推进服务贸易高质量发展,采取多种措施化解服务贸易开放的风险,组织各方服务贸易研究力量加强跟踪研判,可以推进江苏服务贸易的发展。The rules of services trade under the Regional Comprehensive Economic Partnership(RCEP) are characterized by high standards and liberalization,offering strong impetus to the development of regional trade in services. Since Jiangsu has close exchanges in services trade with RCEP member countries,the implementation of RCEP will push Jiangsu industries into the mid-to-high end of global value chain,unleash the potential of digital trade market in Southeast Asian countries,and facilitate the flow of high-quality professionals in services trade. At the same time,however,there exist problems and challenges in services trade in Jiangsu,including imperfect industrial structure and insufficient core competitiveness,inadequate capacity of enterprises for risk resistance,and potential risks of data breaches and barriers to use data in the flow of cross-border data. To push forward the development of services trade in Jiangsu,we should promote the integration of advanced manufacturing and producer services,focus on key areas to cultivate major growth points,carry forward high-quality development with high-level opening up,take various measures to resolve the risks and challenges brought by opening up,and organize all-level researches to strengthen follow-up assessment.
