摘 要:为了促进和加强北方地区粉煤灰的综合利用和风险管控,对山西、内蒙古、陕西、甘肃、宁夏北方五省燃煤电厂1995—2019年间的粉煤灰产生量进行了测算,分析了五省的粉煤灰利用情况,并采用卫星遥感途径对五省的粉煤灰堆场情况进行了研究。结果显示,北方五省的电厂粉煤灰产生量占全国燃煤电厂粉煤灰产生量的20%以上,五省的粉煤灰利用方式以建材为主,利用率较低,粉煤灰堆存量巨大,存在较大的生态环境安全隐患。需要出台鼓励政策、加强技术研发以促进粉煤灰的综合利用水平,尽快建立粉煤灰污染防治和环境风险防控制度以降低粉煤灰堆场的环境风险。In order to promote and strengthen the comprehensive utilization and risk control of fly ash in northern China,the production and utilization of fly ash in coal-fired power plants in Shanxi,Inner Mongolia,Shaanxi,Gansu and Ningxia from 1995 to 2019 are analyzed,and the situation of fly ash storage yard in the five provinces is studied by satellite remote sensing.The results show that the amount of fly ash produced by power plants in the five northern provinces accounts for more than 20%of the country.The utilization way of fly ash in the five provinces is mainly building materials and the utilization rate is low.There are a large number of fly ash piles in five provinces,which produce great potential ecological and environmental safety hazards.It is suggested to formulate incentive policies and strengthen technology research and development to promote the comprehensive utilization level of fly ash.In order to reduce the environmental risk of fly ash storage yard,it is also necessary to establish fly ash pollution prevention and control system and environmental risk prevention and control system as soon as possible.
