摘  要:高校异地办学在我国有40余年的历史,其间历经了探索起步、快速发展、降温控制等重要历史阶段。2021年8月,教育部从严控制高校异地办学的通知发出后,控谁、怎么控的问题凸显出来。为了积极稳妥地落实严控政策,经过政策梳理和多方调研,本文提出分类指导、有针对性地采取差异性对策的主张,以更好地提供明确的制度引领,提高高等教育治理水平和治理能力。The cross-regional Campuses Of University have been in existence for over 40 years in China. It has experienced important stages such as exploration and beginning,rapid development,cooling and control. In August 2021,the Ministry of Education of the People’s Republic of China issued a notice to strictly control the off-site education of colleges and universities,bringing the questions of who to be controlled and how to control them to the fore. To implement the strict control policy actively and steadily,this paper proposes classified guidance and targeted differentiated measures through policy review and multiple research,providing specific institutional guidance to elevate and enhance higher education governance.
