不均衡发展背景下的共同富裕诉求——基于浙江省公众调查的思考

摘　　要：在全面脱贫攻坚战和小康社会建设取得决定性胜利的基础上,中央通过在浙江建设共同富裕示范区的方式,开启了共同富裕建设的新篇章。通过对浙江省11个地市的调查发现,公众对共同富裕示范区建设充满信心,在渴望社会公平与和谐发展的同时,显示了对经济高质量发展及提高收入水平、丰富公共服务的诉求。调查同时发现,浙江省在城乡之间、不同职业群体之间、不同学历阶层之间,共同富裕的进程仍然存在明显差距。中青年群体普遍生活压力较大,人员与资源向城市和发达地区的流动也存在着两极分化进一步扩大的风险。为此,提出加强城市在乡村振兴中的反哺作用、加快社会保障在新经济形态下的转型和兜底、重视公共服务均等化以及促进社会向上流动与扩大中等收入群体规模等对策措施。On the basis of the decisive achievements in the battle against poverty in an all-round way and the construction of a moderately prosperous society,the central government has opened a new chapter by the construction of common prosperity through the deployment of demonstration zones in Zhejiang.Our survey in 11 districts in Zhejiang Province has found that the public has full confidence in the construction of the demonstration zones for common prosperity.They not only express their desires for social fairness and harmonious development,but also show their strong commitment to higher-quality economic development,higher income levels,and more public services.However,the survey also indicates that there are still significant gaps in the process of common prosperity between urban and rural areas,between different occupational groups,and between different educational strata in the province.The middle-aged and young people are generally under greater living pressure,and there is also the risk of further polarization as the unbalanced personnel and resources are transferred to urban and developed areas.The article puts forward countermeasures such as strengthening the feedback role of cities in rural revitalization,speeding up the transformation and bottom-up of social security for the new and digital economic growth,paying attention to the equalization of public services,promoting upward social mobility and expanding the scale of middle-income groups.
