论党务公开的理念、维度及其法规完善——兼论党的新闻发布应坚持的原则

摘　　要：党务公开最重要的理论基础来自于当代政治民主中公民知情权保障这一核心理念。知情权在现代法治社会中作为一项宪法性权利,其属性决定了它不仅是一项被动权利或消极权利,更是一项主动权利和积极权利。党务公开不仅是充分发扬党内民主、保持党的先进性的重要制度安排,同时也在深化与发展全过程人民民主的过程中发挥着不可替代的作用。随着《党务公开条例》颁布试行以来党务公开活动的深入开展,系统地总结经验与不足、结合新时代党的建设发展新要求适时进行修订与完善并正式实施的工作,应提上议事日程。同时,不断改进和完善党的新闻发布制度和党委新闻发言人制度,因应信息化时代信息传播模式的多元化、多极化趋势,正确引导舆论,才能顺应党务公开的时代新要求。The most important theoretical basis for the disclosure of Party affairs comes from the core concept of guaranteeing citizens'right to know in contemporary political democracy.The right to know is a constitutional right in a modern rule of law society,and its attributes determine that it is not only a passive or negative right,but also an active or positive right.The disclosure of Party affairs is not only an important institutional arrangement for fully carrying forward Party democracy and maintaining its advanced nature,but also plays an irreplaceable role in the process of deepening and developing people's democracy throughout the whole process.With the in-depth development of openness activities of Party affairs since the promulgation and trial implementation of“Regulations on the Disclosure of Party Affairs”,the work of systematically summing up experiences and deficiencies and carrying out the revision and improvement of the“Regulations”in a timely manner and formally implementing them should be put on the agenda,combined with the new requirements for the development of Party building in the new era.At the same time,only by constantly improving and perfecting the Party's press release system and its committees'press spokesman system,in line with the trend of diversification and multipolarization of information dissemination models in the information age,and correctly guiding public opinion,can we conform to the new requirements of the era of openness in Party affairs.
