摘　　要：沿黄乡村水利治理体系现代化是沿黄乡村生态振兴和“让黄河成为造福人民的幸福河”的制度基础。本文基于新时代黄河沿线乡村水利治理的宏伟目标,系统探究了沿黄乡村水利治理体系现代化的基本内涵;进而,从三个层面分析沿黄乡村水利治理体系现代化的挑战;最后,从发挥制度优势、培育水利共同体、构建协同治理格局、健全“四大机制”等方面,提出沿黄乡村水利治理体系现代化方略。The modernization of the water conservancy management system in the rural areas along the Yellow River is the institutional basis for the ecological revitalization of the rural areas along the Yellow River and“making the Yellow River a river of happiness for the benefit of the people”.Based on the grand goal of rural water conservancy governance along the Yellow River in the new era,this paper systematically explores the basic connotation of the modernization of the rural water conservancy governance system along the Yellow River;then,it analyzes the challenges of the modernization of the rural water conservancy governance system along the Yellow River from three levels;In terms of advantages,cultivating a water conservancy community,building a collaborative governance pattern,and improving the“four mechanisms”,a strategy for modernizing the water conservancy governance system in the rural areas along the Yellow River is proposed.
