摘　　要：在边境独特地理空间条件下,边境治理所面临的边境问题,既包括基于边界或跨境因素基础之上形成的边境特有问题,也有边境地区的一般性地方事务和问题,形成了边境独特的多元治理主体结构及其协同关系。作为承担和行使国家权力的直接主体,政府系统对所属边境辖域实施整体性治理,驻军系统围绕与边防建设、领土主权安全等相关的特定领域开展专门性治理,社会系统参与并辅助治理。在国家统一的制度框架体系及协同治理机制之下,各个治理主体之间形成优势互补、功能衔接的共治方式,实现对边境问题的有效治理。Under the unique border geographical space conditions,border problems faced by border governance include both specific border problems formed on the basis of border or cross-border factors and general local affairs and problems in border areas.Under this situation comes into being the unique structure of pluralistic subjects and coordination of China's border governance.Among them,the government system,as the direct subject of assuming and exercising state power,implements a kind of holistic governance for its border jurisdiction.The garrison system is specialized in the areas related to frontier defense and territorial sovereignty security.And the governance of social system is essentially a kind of participation and auxiliary governance.Under the unified framework of the state system and its governance plan,the various governance subjects will achieve effective governance of the border issues through complementary synergy and functional convergence.
