摘 要:变革公安队伍管理范式,使之适应外部环境和内部条件的发展变化,是公安机关提升队伍管理工作效能的恒新主题。自新中国成立以来,公安机关从计划经济年代“军事化”管理的经验探索到改革开放时期一系列队伍建设方针政策的提出,再到以习近平同志为核心的党中央提出的一系列关于公安工作和公安队伍建设的新观点、新思路、新举措。数字化转型背景下,公安机关应在探索队伍管理模式升级的过程中,创新性地将大数据、云计算、机器学习等前沿的数字技术手段引入公安队伍管理工作,实现价值范式、方法范式、理论范式的更新,全面提升公安队伍管理规范化、信息化、智能化水平。To change the management paradigm of the public security team to adapt to the development and changes of the external environment and internal conditions is a constant new theme for the public security organs to improve the efficiency of team management.Since the founding of New China,the public security organs have explored from the experience of"militarization"management in the planned economy era to the proposal of a series of team building guidelines and policies during the reform and opening up period,and then to a series of public security work and policies proposed by the Party Central Committee with Comrade Xi Jinping at the core.New viewpoints,new ideas and new measures for public security team building.In the context of digital transformation,public security organs should innovatively introduce cutting-edge digital technologies such as big data,cloud computing,and machine learning into the public security team in the process of exploring the upgrading of the team management model.Management work,realize the update of value paradigm,method paradigm,and theoretical paradigm,and comprehensively improve the standardization,normalization and intelligence level of public security team management.
