晚清山东海防的特点与得失

摘　　要：晚清时期,作为国家海防事业的重要组成部分,山东海防在建设与发展过程中呈现出几个鲜明的特点。这些特点既有传统时代的烙印,又有转型时期的特色。晚清山东海防建设具有双重性,在发挥积极作用的同时,也存在一定的历史局限,这些局限积重难返,严重制约了其自身的发展。探析晚清山东海防的特点与得失,可为今天的海洋事业提供一定的历史借鉴。In the late Qing Dynasty,as an important part of national coastal defense,Shandong’s coastal defense,in the process of construction and development,presents several distinct characteristics,which have not only the brand of the traditional era,but also the features of the transitional period.Shandong’s coastal defense construction in the late Qing Dynasty shows dual nature.While playing a positive role,there were also some historical limitations,which were hard to conquer and seriously restricted its own development.It is wise to learn from the past to know the present,so analyzing the characteristics as well as gains and losses of Shandong coastal defense in the late Qing Dynasty will undoubtedly provide some historical enlightenment for today’s marine cause.
