Research on the Efficiency of Science and Technology Resource Allocation of Yangtze River Delta Urban Agglomeration Based on Model Optimization

摘  要:对长三角城市群2014—2020年7年间的科技资源配置状况进行实证分析,基于FANP赋权求解长三角城市群各省市主要科技资源投入、产出指标的相对发展水平,进行区域间比较以了解各区域资源配置的优劣势并制定具有针对性的完善优化措施。研究发现:(1)在国家城市群发展战略政策指导下,长三角各省市科技资源配置效率持续优化,大多数地区配置水平呈现出快速提升的发展态势;(2)研发人员和投入仍是影响科技资源配置效率的核心要素;(3)市场化是提升资源配置效率的主要途径;(4)科技成果转化率的提升是科技资源配置效率提升的核心激励要素。研究改进了评价模型,结论为长三角城市群科技资源合理配置提供了更为详细的理论支撑。This paper makes an empirical analysis on the allocation of scientific and technological resources in the Yangtze River Delta urban agglomeration from 2014 to 2020. Based on the previous research, the relative development level of main scientific and technological resource input and output indicators of provinces and cities in the Yangtze River Delta urban agglomeration is solved based on FANP weighting, Carry out inter regional comparison to understand the advantages and disadvantages of regional resource allocation and formulate targeted improvement and optimization measures. The results show that:(1) under the guidance of the national urban agglomeration development strategy and policies, the allocation efficiency of scientific and technological resources in provinces and cities in the Yangtze River Delta has been continuously optimized, and the allocation level in most regions has shown a rapid development trend;(2) R & D personnel and investment are still the core elements affecting the efficiency of scientific and technological resource allocation;(3) Marketization is the main way to improve the efficiency of resource allocation;(4) The improvement of the conversion rate of scientific and technological achievements is the core incentive factor to improve the efficiency of scientific and technological resource allocation. The conclusion of this paper provides a more detailed theoretical support for the rational allocation of scientific and technological resources in the urban agglomeration of the Yangtze River Delta.
