借贷约束视角下城乡居民养老保险对农村居民消费的影响研究

摘　　要：从理论和实证两个方面深入分析了城乡居民养老保险对农村居民消费水平的影响,同时考察了借贷约束在此过程中所发挥的作用及缴费负担对农村居民消费影响的异质性。研究发现城乡居民养老保险在总体上显著抑制了农村居民消费,城乡居民养老保险的借贷约束效应对低收入水平农村居民消费存在显著抑制作用,对高收入水平农村居民的影响不显著。缴费率与参保农村居民消费水平呈显著的倒U型关系,低收入水平农村居民缴费率越高,消费水平越低,城乡居民养老保险加重了农村居民青年时期的生活负担;高收入水平农村居民缴费率越高,消费水平越高,城乡居民养老保险对其老年生活无法发挥有效的保障作用。研究认为养老保险改革应当实行城乡居民养老保险比例缴费制,优化缴费档次设置。This study deeply analyzes the impact of urban and rural residents′ pension insurance on rural residents′ consumption level from both theoretical and empirical aspects, and investigates the role of loan constraints in this process and the heterogeneity of the impact of payment burden on rural residents′ consumption. The study found that the old-age insurance for urban and rural residents significantly inhibited the consumption of rural residents on the whole. The loan constraint effect of old-age insurance for urban and rural residents significantly inhibited the consumption of low-income rural residents, but had no significant impact on high-income rural residents. There is a significant inverted U-shaped relationship between the payment rate and the consumption level of insured rural residents. The higher the payment rate of insured rural residents at low income level, the lower the consumption level. The old-age insurance for urban and rural residents increases the burden of rural residents in their youth;the higher the payment rate of rural residents with high income level, the higher the consumption level, and the old-age insurance of urban and rural residents can not play an effective role in ensuring their old-age life. The research shows that the reform of old-age insurance should implement the proportional payment system of old-age insurance for urban and rural residents and optimize the setting of payment grades.
