摘　　要：长期以来过期药品严重危害乡村居民健康,亟须探索药品回收治理模式。本文首先依照“比较优势挖掘-公共资源配置-特色治理模式形成”这一理论逻辑构建起政府、企业、卫生健康单位、高校、科研机构五大主体为中心的多方治理模式,克服依靠市场或者政府单中心治理模式的缺陷;其次,结合重庆、四川和山西3个省(市)的实地调研数据探索得出乡村居民过期药品上门回收模式、政企院协同的医药下乡模式和村干部主导的志愿服务模式三种过期药品回收模式;最后结合实践,本文提出了加强资金保障、强化政策激励、加大信息公开三条政策建议。本文旨在抛砖引玉,助力国家“健康中国战略”。For a long time, expired drugs have seriously harmed the health of rural residents, it is urgent to explore the drug recycling management model. Firstly, according to the theoretical logic of “mining comparative of characteristic governance mode”, this paper constructs a multi-party governance mode centering on the government, enterprise health units, universities and scientific research institutions to overcome the defects of relying on market or government single-center governance mode. Secondly, based on the field research data Chongqin, Sichuan and Shanxi, three expired drug recovery modes and explored, namely, door-to-door recovery mode of expired drugs by rural residents, medicine delivery mode coordinated by government, enterprises and institutions, and volunteer service mood led by village cardes. Finally, combined with practice, the paper puts forward three policy suggestions to strengthen financial guarantee, strengthen policy incengtive and increase information disclosure, this paper to healp the national “healthy china stragtegy”.
