摘　　要：行政审批制度改革是全面深化改革的重要内容,既有研究对行政审批制度改革进行了全景式的探讨,但对突破县域改革困境的实然分析着笔较少。本研究认为,县域行政审批制度改革的关键是“权力整合”。权力整合不是部门间的零和博弈,而是改革主体通过优化审批权提供具有正外部性的公共产品的过程,分为关系性整合、制度性整合、相适性整合。研究分别阐释了三种整合模式的衍变,并通过案例分析S县的改革历程,详细论证改革主体如何通过权力整合推进县域行政审批制度改革。本研究尝试在实然层面对行政审批制度改革的“最后一公里”提供具有解释力的分析。The administrative licensing system (ALS) reform is the “spearhead” of the comprehensively deepening reform.How did a local government in the administrative system,complete the ALS reform?Published-research on the ALS reform has contributed a lot of insights,but rarely explains how the government“Indeed” do.This study argues that the County-Level ALS reform is a product of power integration.Power integration is not a zero-sum game between departments,but a process in which the government provides public goods with positive externalities by optimizing the approval power.This process can be divided into relational integration,institutional integration,and compensatory integration.This study explains the changes of the County-Level ALS reform and proves how the administrative service center pushed ALS reform through different ways of power integrations in S county.
