摘 要:日本在二战后就非常重视科学技术的发展,国土交通省在道路维修、养护、更新方面自1954年起就有着长足的计划,伴随着时代发展特征和国家整体科技发展,为满足道路领域的建设和养护更新的需要,专门为道路技术研发制定的计划也应运而生。2003年,国土交通省根据日本内阁府《科学技术基本计划》,国土交通省《社会资本维修养护重点计划》、《交通政策基本计划》等相关计划,起草制定了《国土交通省技术基本计划》,该计划每5年更新一次,延续至今已制定了4期。本文系统梳理了日本1993年首个道路技术计划以来至今的公路领域科学技术计划的变迁,对各计划主要内容和研究重点进行了介绍。Japan has attached great importance to the development of science and technology since World War II.The Ministry of Land,Infrastructure,Transport and Tourism(MLIT)has had a long-standing program of road maintenance,repair and renewal since 1954 and in line with the development characteristics of the times and the overall technological development of the country,plans have been developed specifically for the development of road technology to meet the needs of road construction and maintenance renewal.In 2003,MLIT drew up the MLIT’s Technology Basic Plan based on the Cabinet Office’s Science and Technology Basic Plan,the MLIT’s Priority Plan for Social Capital Maintenance,the Basic Plan for Transport Policy and other related plans,which has been updated every five years and has continued to be drawn up for four issues.This paper systematically reviews the evolution of road science and technology programs in Japan from the first road technology program in 1993 to the present day and introduces the main contents and research priorities of each program.
