摘　　要：当前的恐怖主义具有地缘性和跨境流动性双重特点,出入境管控是形成境内外反恐合力的必要举措。暴恐分子有“合法”和“非法”两种形式的出入境,“合法”方式常以伪造的证件为条件,“非法”方式多以陆路边境地区为突破口。暴恐分子跨境迁徙常有以互联网为媒介的事前勾连,以极端思想为跨境认同的基础,跨境迁徙与其他国际犯罪相交织。应从恐怖主义预防的整体效果出发,在范畴上,须以“出入境”为中心节点,将管控措施向“前后延伸”,即对涉恐嫌疑人员出入境前后的行踪动向加以掌控,并形成涉恐情报体系的重要组成部分;在力量上,须以“出入境”管控为主要发力点,形成境外反恐与境内反恐的双向合力,国际反恐合作与国内反恐的深度融合;在措施上,须将法律资源的拓展与技术手段的应用相结合,提升全流程预警、监控和打击的效果。The current terrorism has the dual characteristics of geographical nature and cross-border mobility.Violent terrorists have two forms of entry and exit a country:the “so-called legal” and “illegal” ways.The so-called "legal" ways are usually based on forged documents,while the “illegal” ways are mainly based on crossing the land border areas.The cross-border migration of violent terrorists is often interwoven with other international crimes,with the Internet as the medium of pre-connection and extremist ideas as the basis of cross-border identification.For the overall effect of terrorism prevention,it is necessary to take “entry and exit a country” as the central node and extend the control measures to “front and back” of the crimes itself;control the movement of suspects involved in terrorism before and after the immigration;and form an important part of the terrorism-related intelligence system.In terms of strength,it is necessary to take “entry and exit” control as the starting point,form a two-way synergy between overseas counter-terrorism and domestic counter-terrorism,and deepen the integration of international counter-terrorism cooperation and domestic counter-terrorism.In terms of measures,it is necessary to combine the expansion of legal resources with the application of technical means to improve the effect of early warning and monitoring,and strike the whole process.
