“合作生产”还是“自我生长”?——我国世界一流大学建设高校的医学学科发展路径研究

摘　　要：探究如何发展建设医学学科,是我国诸多世界一流大学建设高校的重大战略任务,也是牵涉到多方主体的合作治理议题。目前,这些高校依然面临着“合作生产”(合并医科院校)与“自我生长”(自建医学院系)的医学学科建设路径选择。同时有关高校学科发展的既有研究缺乏对医学学科的专门关注。文章对上述两种路径下我国世界一流大学建设高校医学学科的发展情况进行了呈现与评价,比较了“合作生产”与“自我生长”两种学科发展路径的特征与各自优劣势,最终为我国世界一流大学建设高校的医学学科发展提供一组重要启示:医学学科的高复杂性、强系统性和直接技术实操转化性,使该学科对“时间积淀”高度依赖;对于高校而言,“合作生产”与“自我生长”的路径选择,实际是在交易成本与时间投入上的权衡选择;由于这一问题牵涉政府、高校、医院等多方主体,政府应在相关合作治理过程中加以正确政策引导。Figuring out how to develop and construct medical disciplines is an important strategic task for world-class oriented universities in China and also a collaborative governance issue involving multiple entities. At present, these universities are still faced with the choice of “coproduction”(merging medical college) and “self-growth”(self-establishing medical school) in the construction of medical disciplines. Besides, the existing research on the discipline development pays no particular attention to medical ones. In this paper, through the presentation and evaluation of the development of medical disciplines of world-class oriented universities, and by comparing the characteristics of the above two paths and their own advantages and disadvantages, a set of important enlightenment is given. The high complexity, strong systematism and technical practice orientation of medical disciplines contribute to its high dependence on time accumulation;for these universities, the choice between “coproduction” and “self-growth” is in fact a tradeoff between transaction cost and time investment. Since this issue involves the government, universities and hospitals, correct policy guidance from the government is necessary in the process of the collaborative governance.
