摘 要:目的:探讨新型冠状病毒肺炎疫情期间城市大规模疫苗接种与核酸采样的“最小功能单元-集合式功能单元”模式构建及应用。方法:以我院参与4次地震及援湖北疫情防控的功能单元构建经验为基础,按照“最小功能单元-集合式功能单元”模式,组建一支227人的新冠疫苗接种应急队、一支697人的新冠核酸采样应急队,并在1次城市大规模新型冠状病毒肺炎疫情防控演练、13批次院外疫苗接种、6批次院外核酸采样中实践应用。结果:各批次疫苗接种应急队响应时间为(7.30±7.90)min,工作时数为(10.80±1.92)h,共完成疫苗接种55875剂;各批次核酸采样应急队响应时间为(21.33±4.30)min,工作时数为(14.67±3.14)h,完成核酸采样59995人次。结论:“最小功能单元-集合式功能单元”模式在城市大规模疫苗接种与核酸采样卫生应急中,具有响应迅速,操作性强,有序性高的优势,且能根据不同目标任务弹性调配,可实现卫生应急有效资源换取最大救援效果的目标。Objective:To explore the construction and application of the"minimum functional unit-set function unit"mode for the city large-scale vaccination and nucleic acid collection during the epidemic period of COVID-19.Methods:On the basis of the participation in the rescue of 4 earthquakes and the anti epidemic in Hubei Province,according to the model of"minimum functional unit-set functional unit",we had established an emergency team of 227 staff and a nucleic acid sampling emergency team of 697 staff.It was applied in the large-scale city COVID-19 prevention and control exercises,13 batches of vaccination and 6 batches of nucleic acid collection.Results:The average response time of each batch of vaccination emergency team was(7.30±7.90)minutes and the working hours were(10.80±1.92)hours,and a total of 55875 doses of vaccination were completed.The average response time of each batch of nucleic acid sampling emergency team was(21.33±4.30)minutes,the working hours were(14.67±3.14)hours,and 59995 nucleic acid samples were completed.Conclusion:The"minimum functional unit-set functional unit"model has the advantages of rapid response,strong operability and high order in urban large scale health emergency.It can be flexibly adjusted according to different objectives and tasks,and can achieve the goal of exchanging effective resources for the maximum rescue effect in health emergency rescue.
