摘　　要：西夏后裔余阙是元代政治家和文学家,元代忠臣第一人,赋予了故里青阳山重学、民族融合、忠义等文化特质。利用余阙、青阳山的文化特质发展文化旅游,是发展青阳山旅游首务。但存在山体破坏严重、重要历史文化遗存破坏殆尽、旅游发展无序等问题,严重制约了青阳山文化旅游的发展。发展青阳山文化旅游,需要政府重视,科学规划,确立文化旅游主题与内容,重建青阳山房,创办研学基地,与其他景区联动发展。Recognized as the most royal person of the era,Yu Que,a descendant of the Great Xia,was a statesman of literature and writer in the Yuan Dynasty.He brought such cultural characteristics as erudition,racial harmony and loyalty into Qingyangshan.The first task is to take the advantage of Yu Que’s fame and special Qingyangshan cultural characteristics to develop cultural tourism.As the mountain and its cultural artifacts are badly damaged with tourism in disarray,its cultural tourism development has been impacted.To develop it,the government needs to place emphasis on scientific tourism planning and clarify tourism theme and content.In order to partner other scenic spots development,support from the government is required to rebuild the Qingyangshan Mountain House and fund a research centre.
