摘　　要：为提高施工监理作用,确保水利水电施工进度和质量,分析了水利水电工程特点和施工监理的主要内容,指出了水利水电工程施工监理存在的问题,包括施工监理人员专业素养不高,对监理工作的内涵和价值认识不足,缺乏有效的监控方法和手段。提出了解决水利水电工程施工监理问题的有效措施:构建高素质的施工监理人才队伍,提高各方主体对施工监理工作的认识,完善施工监理手段和方法。要重视施工监理,提高水利水电工程施工监理效率和质量,为保障水利水电工程的顺利开展奠定基础条件。In order to improve the function of construction supervision,and ensure the process and quality of water conservancy and hydropower projects,the study analyzes the characteristics of water conservancy and hydropower project,and the main contents of construction supervision;and points out the problems in the construction supervision of water conservancy and hydropower projects,such as not high professional literacy of construction supervisors,lack of the cognition of the connotation and value of supervision,and lack of effective supervision method and means.The effective measures are proposed to solve the problems of water conservancy and hydropower construction supervision,i.e.to construct high quality construction supervisors,improve the cognition of all subjects on construction supervision,and perfect construction supervision means and method.It is suggested to focus on construction supervision,improve the efficiency and quality of the supervision of water conservancy and hydropower construction projects,to lay basic condition for the smooth development of water conservancy and hydropower projects.
