摘　　要：为了满足国家土地执法监察部门“以图管地”可视化管理的需求,根据土地执法监察数据和日常业务处理流程的特点,本文基于SQL Server数据库和ArcSDE数据通路引擎技术,实现了矢量、栅格、属性和档案等多源数据的一体化管理,并采用C/S系统架构,基于GIS的COM组件技术,研发了土地执法监察信息管理系统,实现了“图-属-档”的联动查询。该系统成功应用到北京市规土委朝阳分局,为土地执法监察信息的统一管理和数据共享提供了支撑平台,对促进土地执法监察工作的信息化、高效化进程具有重要意义。In order to meet the demand of visualization management based on maps,according to the characteristics of land monitoring and enforcement information and business process,this paper first analyzed the data integration management method of vector,raster,attributes,files and other formats based on SQL Server and ArcSDE technologies,and adopted C/S system structure to develop MIS of land monitoring and enforcement,the system had realized linkage query of maps,attributes and files,and it was successfully applied to the Chaoyang Branch of Beijing Municipal Bureau of Land and Resources.This system could provide a good platform for management and share of information,it was very important to promote the work process of informatization and efficient.
