摘　　要：随着我国经济高速发展,对石油资源的需求量不断攀升,在这一过程中我国石油对外依存度已超过70%,保证海外石油供给至关重要。我国石油企业海外经营过程中面临各类风险,及时对风险进行预警有助于降低经营风险并提升项目经济性。本文着眼于我国石油企业海外投资面临的主要风险,系统分析主要风险因素的构成及影响,并对风险形成原因进行分析。将主要风险归纳为三大项包括宏观环境、企业管理、施工技术,和十一小项,包括政治、社会、经济、自然、组织机构、管理水平、资金、合同、技术、安全、工程质量。通过系统分析风险因素以期为海外石油项目进行风险预警进而为健康平稳运营提供建议。With the rapid development of China s economy,the demand for oil resources continues to rise.In this process,China s dependence on foreign oil has exceeded 70%,so it is very important to ensure the supply of overseas oil.Chinese petroleum enterprises are faced with various risks in overseas operation.Timely warning of risks is helpful to reduce operational risks and improve project economy.This paper focus on the main risks faced by overseas investment of Chinese petroleum enterprises,systematically analyzes the composition and influence of the main risk factors,and analyzes the reasons for the formation of risks.The main risks are summarized into three major items,including macro environment,enterprise management and construction technology,and eleven minor items,including politics,society,economy,nature,organization,management level,capital,contract,technology,safety and project quality.Through systematic analysis of risk factors,it is expected to give early warning of risks for overseas oil projects and provide suggestions for healthy and stable operation.
