摘　　要：结合黑龙江省开展“水利行业强监管”的实际需求,本文阐述了江河湖库“两划两规”(即水利工程管理与保护范围划界、河湖管理范围划界、河湖岸线保护与利用规划编制、采砂规划编制)的总体技术路线,并描述了主要技术流程和划界成果内容。项目充分运用地理信息技术,利用内外业一体化技术手段,提高了划界工作和规划编制的精准性和科学性。Combined with the actual needs of "strengthening supervision of water conservancy industry" carried out in Heilongjiang province, this paper expounds the overall technical route of "Two Delimitation and Two Plans" of river and lake reservoir(delimitation of water conservancy project management and protection scope, delimitation of river and lake management scope, compilation of river and lake shoreline protection and utilization planning, and compilation of sand mining planning), and describes the main technical process and the content of delimitation results. The project makes full use of geographic information technology, implements the integration of internal and external technology, and improves the accuracy and scientificity of demarcation and planning.
