河南省引黄受水区发展水平评价指标体系构建及应用

摘　　要：为提高河南省引黄受水区发展水平,需明确河南省引黄受水区当前发展状态。在深刻领会黄河流域生态保护和高质量发展战略内涵的基础上,从资源、生态、经济、社会子系统角度,构建发展水平评价指标体系,并采用单指标量化-多指标综合-多准则集成(SMI-P)法,对河南省引黄受水区2011—2020年发展水平进行评价。结果表明:研究区14个地级市发展水平呈上升趋势,整体由较低水平上升为中等水平;各子系统中,资源子系统发展水平呈下降趋势,生态、经济、社会子系统呈上升趋势;河南省引黄受水区发展水平时空差异十分明显,各地级市发展水平还有待进一步提高。In order to improve the high quality development level ofHenan Province,it is necessary to clarify the current development status of Henan Province.Based on the understanding of the connotation of ecological protection in the Yellow River and the high quality development strategy,from the aspects of resources,ecological,economic and social subsystems,this paper built evaluation index system of development level by using the rule of single index quantitative multi-index comprehensive integration method(SMI-P),and evaluated the development level of the Yellow River Basin in Henan Province during 2011-2020.The results show that a)the development levels of 14 prefecture-level cities in the region show an increasing trend and the overall level rises from low to the medium;b)among the subsystems,the development level of resources subsystem is declining,while the development level of ecological,economic and social subsystems are rising and;c)the spatial and temporal differences of the development level of the Yellow River diversion receiving areas in Henan Province are very obvious and the development levels of the prefecture-level cities still need to be improved.
