摘　　要：乔治·赫伯特·福勒是二十世纪英国著名档案学家,也是英国历史上第一个郡档案馆的主要建立者。1946年,文华图专档案管理科第四届毕业生钟耕华和石安福共同翻译了福勒的代表作《英国地方档案管理法》。文章在对该中译本手稿进行整理的基础上,分析了福勒档案学思想产生的背景和条件,从价值形态、业务工作、教育功能、管理体制四个方面梳理了其档案学思想,阐释了其意义及局限性,并总结了对我国档案工作的启示。George Herbert Fowler was a famous British archivist in 20th century and the main founder of the first county archives in British history. In 1946, Zhong Genghua and Shi Anfu, the 4th graduates of the Archives Management Department of Boone Library School,jointly translated Fowler’s representative work The Care of County Muniments. The background, conditions and content of Fowler’s archival science thought are sorted out from the 4 aspects of value form, business work, educational function and management system. Its significance,limitations and enlightenment to archival work in China are explained in this paper.
