摘　　要：为解决由于政府和私营资本因有限理性而过度追求各自利益最大化导致PPP项目失败的问题,通过构建政府和私营资本之间的演化博弈模型,探究政府策略(强监管,弱监管)和私营资本策略(积极合作,投机)在不同情境下的演化稳定策略,判断影响演化路径的主要因素,并用Matlab软件进行仿真,根据分析和仿真结果找到最优策略,并针对该策略提出相应的政策建议,为后续智慧社区PPP项目的建设发展提供理论参考.This study aims to solve the problem for the government and the private capital due to the limited rationality of excessive pursuit of self-interest maximization in the PPP project failure problem.We probe into government strategy(strong regulatory,weak regulation)and private capital strategy(positive cooperation,speculation)in different situation of evolutionary stable strategy,determine the main factors influencing the evolution path,and use Matlab software to simulate by constructing evolutionary game model between the government and the private capital.The optimal strategy is constructed according to the analysis of simulation results,and corresponding policy suggestions are put forward to provide theoretical reference for the construction and development of smart community PPP projects in the future.
