摘　　要：世界银行对其贷款的建设项目有严格的采购管理制度。世行的采购管理从项目准备阶段开始,贯穿于项目准备和交付全过程,其中包括:一是在项目准备阶段,根据世行采购规则和国家相关规定,制定拟建项目的采购行动指南和依据,组织采购管理培训等;二是在项目启动后,项目建设单位根据前期的采购管理成果组织合同的招标和合同管理。首先介绍了世行贷款项目采购管理工作的一般规则及方法的具体实践;其次阐述了世行贷款项目采购框架,并对采购战略、采购计划、准备招标文件技术标书进行了重点分析,还介绍了世行贷款项目咨询业务的工作经验;最后指出,采购管理是世界银行贷款项目管理的核心内容,用以指导项目管理机构准确实施世行的采购政策,是咨询团队面临的挑战。The world bank starts from the project preparation stage and runs through the whole process of project preparation and delivery. Including: first, in the project preparation stage, according to the procurement rules of the world Bank and relevant national regulations, formulating the procurement action guidelines and basis for the proposed project, organizing procurement management training, etc;Second, after the project is started, the project construction unit will organize the bidding and contract management of the contract according to the early procurement management results. This paper introduces the general rules and methods of procurement management of world bank loan projects,describes the procurement framework of world bank loan projects in detail, focuses on the procurement strategy, procurement plan,preparation of bidding documents and technical bids, and shares the author’s working experience in the consulting business of world bank loan projects.Procurement management is the core content of world bank loan project management, which runs through the whole process of project preparation and project implementation. It is a challenge for the consulting team to guide the project management organization to accurately implement the world bank’s procurement policy.
