中部地区科技创新与绿色发展的耦合协调研究--基于2011-2020年的面板数据

摘　　要：以中部六省为研究区域,运用熵值赋权法、耦合协调度模型与障碍度模型,测度2011—2020年各省的科技创新及绿色发展综合水平,以及二者的耦合度、协调度与障碍度。实证结果表明:(1)研究区域的科技创新与绿色发展水平不断增长,但存在一定的空间差异性,两系统在“十三五”期间的增幅均低于“十二五”期间;(2)近年来两个系统间处于高水平耦合阶段,但整体表现为中级协调,反映了中部六省在践行创新与绿色的协调发展中尚有较大的进步空间;(3)在科技创新方面,多数地区的财政支出比例、技术市场成交合同额、专利授权数制约了两个系统的协调发展;在绿色发展方面,各地区的主要障碍因子迥异。基于实证结论,提出了相应的建议措施。Taking six provinces in central China as the research area,this paper uses entropy weighting method,coupling coordination degree model and obstacle model to measure the comprehensive level of scientific and technological innovation and green development of each province from 2011 to 2020,as well as their coupling degree,coordination degree and obstacle degree.The empirical results show that:(1)The level of scientific and technological innovation and green development in the study area keeps growing,but there is a certain spatial difference.The growth rate of the two systems in the 13th Five-Year Plan period is lower than that in the 12th Five-Year Plan period;(2)In recent years,the coupling degree between the two systems is in the high level coupling interval,but their coordination level is intermediate coordination,which reflects that there is still a large space for progress in the coordinated development of innovation and green in the six provinces in central China;(3)In terms of scientific and technological innovation,the coordinated development of the two systems in most regions is restricted by the proportion of financial expenditure,the amount of technology market contracts,and the number of patent grants.In terms of green development,the main obstacles in six central provinces are different.Based on the empirical conclusion,the corresponding suggestions are put forward.
