摘　　要：全过程人民民主不仅是社会主义民主政治理论的重大创新,也是中国特色社会主义政治发展道路的新实践。因此,全过程人民民主既是一个重大理论命题,也是一个重大实践命题。正如习近平总书记指出的,民主是要用来解决人民需要解决的问题的。我们在发展全过程人民民主方面虽然已经取得了重要进展,但离人民群众的需求还有一定距离。这就意味着全过程人民民主需要在实践中不断丰富和发展。有鉴于此,继本刊2020年第12期推出“全过程民主”圆桌笔谈后,近期由上海市社联与上海市人大常委会研究室联合主办、《探索与争鸣》编辑部承办的“全过程人民民主和人民代表大会制度”理论研讨会在上海召开,进一步推进和深化“全过程人民民主”的讨论。The whole-process people’s democracy is not only a major innovation of socialist democratic political theory,but also a new practice of the political development path of socialism with Chinese characteristics.It is not only a major theoretical proposition,but also a major practical proposition.Although there is still important progress and achievements in developing people’s democracy in the whole process,we still have a certain distance from the needs of the people.This means that the whole-process people’s democracy needs to be continuously enriched and developed in practice.Professor Sang Yucheng believes that we must formulate practical goals and implementation plans to make new progress in China’s political development driven by the values and concepts of whole-process people’s democracy,and constantly improve the people’s sense of gain and satisfaction in political life.Liu Shijun pointed out that only by actively developing people’s democracy in the whole process and continuously promoting the institutionalization,standardization and procedure of socialist democratic politics can we fully mobilize the initiative,enthusiasm and creativity of the people in participating in national governance.Professor Kong Fanbin stressed that the development of whole-process people’s democracy is an adjustment and upgrading of democratic self-identity,and an action to reallocate governance attention,energy and resources in accordance with the principle of purposiveness.Professor Tong Dezhi believes that we should achieve all-around coordination,full chain connection and full coverage expansion in practice,so as to form the joint force of subject,procedure and object.The organic unity of the party’s leadership,the people’s ownership of the country and the rule of law is the basis for forming the joint force of the whole-process people’s democracy.Professor Cheng Zhuru pointed out that further consolidating the realization mechanism of the people’s“four rights”in practice,namely,the right to know,
