摘 要:美国特朗普政府在《航天政策指令-3:国家太空交通管理政策》(SPD-3)中提出的太空交通管理概念实质上与欧洲航天政策研究所提出的太空交通协调概念比较接近。此外,还因为“管理”的目标过高等原因,特朗普政府《国家航天政策》及拜登政府《美国航天优先事项框架》中用太空交通协调取代了太空交通管理。下一步,太空交通协调可能融入“负责任行为”话语体系,美国将拉拢盟友、伙伴与工业界,以太空态势感知数据平台为抓手,构建联合国框架外的太空交通协调机制。The terminology of space traffic management used in the SPD-3 of Trump administration is close to the concept of space traffic coordination(STC)defined in an ESPI report.Due to several reasons including the difficulty achieving the“management”,space traffic management has been superseded by space traffic coordination in the latest US National Space Policy and United States Space Priorities Framework.The STC is likely to be absorbed into the concept of responsible behaviors in the near future.The United States tends to collaborate with allies,partners and commercial industry to develop a space traffic coordination system outside the UN regime with the SSA data platform as its key point.
