摘　　要：帮助在西北民族地方脱贫攻坚中起着至关重要的作用。西北民族地方脱贫攻坚立法中帮助制度操作性不强,一方面是没有用足请求帮助权,另一方面是帮助制度不完善,主要表现为、既有规范过于原则、配套制度、帮助责任制度、请求帮助制度不完善等问题。应完善帮助责任制度、帮助协议制度,帮助救济制度、以及请求帮助责任制度,以达到助力巩固脱贫攻坚成果,推动乡村振兴的目的。Help plays a vital role in the fight against poverty in the northwest ethnic localities. The operationalization of the help system in the legislation on poverty eradication in the northwest ethnic places is not strong. On the one hand,the right to request help is not fully used;on the other hand,the help system is not perfect,which is mainly manifested as,the existing norms are too principled,the supporting system,the help responsibility system,the request help system is not perfect and other problems. The help responsibility system,help agreement system,help relief system,and request help responsibility system should be improved to help consolidate the results of poverty eradication and promote rural revitalization.
