摘 要:荷兰高等教育管理采用政府控制的模式,中央政府决定其预算并任命管理人员。随着高等教育的发展,荷兰面临政府控制模式下高等教育质量难以保障、新公共管理理念的传入与本土化应用和欧盟区域一体化间高等教育互认的需要等境遇。在这一背景下,荷兰政府不断增加大学的社会责任,调整政府与大学间的权利关系,实现了由无条件拨款到条件性拨款模式、控制到监督的治理模式和前馈控制到事中事后补救的治理方法的嬗变。这启示我国政府在高等教育质量保障体系中要注重政府的元评估和后续评估,增强院校自我评估和改进的责任意识,平衡政府的问责和教育质量的提高。The management of higher education in the Netherlands follows a centralized model in which the central government determines its budget and appoints managers.With the development of higher education,the Netherlands is faced with the difficulty in guaranteeing the quality of higher education under the government control mode,the introduction and localized application of new public management concepts,and the need for mutual recognition of higher education among regional integration in the European Union.In this context,the government has continuously increased the social responsibility of universities,adjusted the right relationship between the government and universities,and realized the transformation from unconditional funding to conditional funding model,governance model of supervision in stead of control and change from feed-forward control to ex-post remediation governance method.It is revealed that China government should pay attention to the meta-assessment and follow-up assessment in the quality assurance system of higher education,strengthen the sense of self-assessment and improvement of the sense of responsibility of colleges and universities,and balance the government's accountability and the improvement of the education quality.
