摘  要:转设是独立学院探索创新发展、提升人才培养质量的需要,是适应地方经济转型升级和人才需求变化的要求,也是国家重要的制度设计导向。当前独立学院办学过程中存在办学定位不清、各利益方相互博弈、核心竞争力不突出等问题,转设也面临着多条选择路径。独立学院转设需要进一步探索“独立学院+”有效转设新模式、同步推进“转设”与“高质量发展”、加快独立学院的治理体系和治理能力建设以及实施“产教科城”融合发展路径。只有以转设为发展契机,启动高质量应用型人才培养质量工程,独立学院才能为区域经济发展和社会文化建设服务,成为高等教育体系中的重要力量。Transformation is the need for independent colleges to explore their own innovative development and improve the quality of fostering talents.It is also the requirement to adapt to the transformation and upgrading of local economy and the change of talent demand,which reflecting an important system design orientation of the country.At present,there are some problems in the process of running an independent college,such as the unclear orientation of running a school,the game among various stakeholders,and lack of core competitiveness.There are also many different transfer paths to choose.It is necessary to explore the effective transfer mode of“independent college+”,simultaneously improve the“transfer process”and“high quality development”,accelerate the construction of governance system and capacity,and implement the integrated development of“industry,education,science and city”.In order to serve the regional economic development and cultural construction and become an important force in the higher education system,independent colleges should take the transformation as an opportunity,and launch the program of fostering high-quality application-oriented talents.
