摘　　要：基于近五年数据信息,研究发现:民族自治区政府分担高等教育成本,整体起点高,但发展速度慢,且总额升降变化幅度偏大。民族自治区虽然愿意将更多的财政支出投入高等教育中,但因财力有限及在校生数量增长过快,高等教育发展经济保障乏力。固定教育财政支出比例,运用移动平滑减少拨款波动,尝试使用效率拨款,引导并支持教育捐赠和彩票事业发展,建立教育储备金制度,将能有效缓解民族自治区政府分担高等教育成本中存在的不足之处。Based on the data and information of the past five years,the study found that the national autonomous region government shares the cost of higher education,the overall starting point is high,but the development speed is slow,and the total amount of fluctuations is relatively large.Although ethnic autonomous regions are willing to invest more fiscal expenditures in higher education,due to limited financial resources and the rapid growth of the number of students in schools,the economic guarantee for the development of higher education is weak.Fixing the proportion of education expenditures,using mobile to smoothly reduce appropriation fluctuations,trying to use efficiency appropriations,guiding and supporting the development of education donations and lottery business,and establishing an education reserve fund system will effectively alleviate the deficiencies in the government of ethnic autonomous regions in sharing the cost of higher education.
