乡村公社化发展时期的农田水利供给体系质量——嵌入性视角的分析

摘　　要：农田水利供给体系及其质量嵌入乡村发展环境之中:乡村发展环境变迁导致农田水利供给主体治水行为行动力发生改变,进而带来农田水利供给机制发生改变,最终引起农田水利供给体系质量的改变。乡村公社化发展时期我国农田水利供给体系处于粗放的高质量状态。乡村振兴发展时期提升农田水利供给体系质量的逻辑进路在于:进一步完善农田水利供给体系有效运行的乡村发展环境以进一步强化农田水利供给主体治水行为的行动力、进一步完善农田水利供给机制;不断拓展互联网等现代科技手段在农田水利供给体系中的应用范围以实现农田水利供给体系运行的网络化、精准化、高质量。The IWCSS and its quality are embedded in the rural development environment:the change of the rural development environment leads to the change of the suppliers’action power in the behaviors of the irrigation and water conservancy supply,which leads to the change of the supply mechanism of the irrigation and water conservancy,and finally leads to the change of the IWCSS quality.The IWCSS quality in the period of People’s Commune is extensive and high quality.The logical approach to improve the IWCSS quality lies in:the rural development environment for the effective operation of the IWCSS should be further improved in order to further strengthen the suppliers’action power of water controlling behaviors and further improve the supply mechanism of irrigation and water conservancy;the application scope of internet and other modern scientific and technological means in the IWCSS should be continuously expanded in order to realize the gridding,precision and high quality of the IWCSS’s operation.
