摘　　要：分析国内当前红色文献资源建设在社会认识、量的积累、理论研究、阅读推广等方面所面临的主要问题,探讨中小城市开展红色文献资源建设与阅读推广的独特优势,从组织发展、开发研究、搜集整合、阅读推广等角度出发,提出如何有效发挥中小城市公共图书馆联盟作用,尤其是联盟中高校“讲坛文化”的辐射作用、“文化讲坛”的堡垒作用,探索建立“校地”红色文献资源建设与推广阅读的创新模式。This paper analyzes the main problems faced by the construction of red literature resources in China in terms of social cognition,quantity accumulation,theoretical research,and reading promotion,and probes into the unique advantages of carrying out the construction of red literature resources and reading promotion in small and medium-sized cities.From the perspectives of organizational development,development and research,collection and integration,and reading promotion,this paper puts forward how to effectively play the role of public libraries in small and medium-sized cities,especially the radiation effect of‘culture forum’and the fortress role of‘cultural forum’in colleges and universities in the alliance,and explores the establishment of an innovative model for the construction and promotion of red literature resources in schools and places.
