摘 要:基于新能源汽车产业链,构建产业价值流动GERT网络模型,分析产业价值流动和价值增值基本过程,据此设计新的新能源汽车积分分配方案。根据产业链主体基础价值增值贡献分配积分(基础方案),动力电池等环节价值增值贡献大获得新能源汽车积分多,电机、电控等环节价值增值贡献小获得积分相对较少。根据敏感性分析结果改进的积分分配方案表明(改进方案),由于“技术研发投入”对电机、电控环节价值增值影响显著,适度改变“技术研发投入”作用强度,可大幅提高电机、电控环节价值增值贡献度,使之获得更多新能源汽车积分。为落实新的积分分配方案,应重新确定积分分配对象,以价值增值贡献为标准分配积分,并采取可行措施弥补整车企业积分分配损失。Based on the new energy vehicle industry chain,GERT network model of industrial value flow was constructed to analyze the basic process of industrial value flow and value increment,hereby designed the allocation scheme of NEV(new energy vehicle)credits.If credits were allocated according to the basic value increment contribution of each key subject in the industrial chain(basic scheme),the value increment contribution of power battery link was large,so it got more credits,while the value increment contribution of electric motor and electric control links were small relatively,they got less credits.The distribution of credits according to sensitivity analysis(improved scheme)indicated that,since“R&D investment”had significant influence on the value increment of electric motor and electric control links,changed the strength of“R&D investment”moderately,could greatly improve the value increment contribution of electric motor and electric control links,and got more NEV credits.In order to implement these new credits allocation scheme,the credits allocation objects should be redefined,then allocating the credits according to the value increment contribution,last taking feasible measured to make up for the loss of vehicle enterprises due to credits allocation.
