摘　　要：铁路调度生产组织模式对于运输调度指挥能力的强弱有着重要影响。通过分析各国铁路调度生产组织模式的发展现状,在对我国铁路调度生产组织模式的现有情况及存在的主要问题进行分析的基础上,根据运营主体决定权以及运输计划的作用差异,对不同调度生产组织模式进行划分,并从计划、指挥体系、组织结构、管理制度、技术规章等方面提炼出不同调度生产组织模式的特征和适应性,研究了我国铁路调度生产组织模式创新的方向与策略,提出铁路调度指挥部门应加强集中统一指挥力度,并在运输调度工作中贯彻效益导向机制,提高计划在整个调度生产过程中的地位和作用,实现我国铁路客运坚持计划主导型调度生产组织模式、货运逐步向计划主导型调度生产组织模式转变。The production organization mode of railway traffic control has an important influence on dispatching command ability. By analyzing the current situation of foreign organization modes and combining with the situation and problems in production organization of railway traffic control in China, this paper divided different production organization modes of railway traffic control according to the decision-making power of the operation subject and the function difference of plans. Furthermore, the paper refined the characteristics and adaptability of different modes in terms of plans, command system, organizational structure, management system, and technical regulations. Besides, the future development directions and strategy of the production organization mode of railway traffic control were concluded, namely that railway traffic control departments should strengthen centralized and unified command and implement the benefit-oriented mechanism. Moreover, it stressed the importance of planning in the whole traffic control process. Railway passenger transportation should adhere to the plan-guided organization mode, and freight transportation should change to the planguided organization mode gradually in China.
