摘  要:组织韧性已成为当前医疗卫生管理领域的研究热点,公立医院作为我国医疗服务体系的主体,如何培育其组织韧性是医疗行业亟待解决的现实问题。本文从“动态与静态的转化机制”“微观、中观和宏观的多视角考量”“组织内、组织间和组织外的多层联动”等组织韧性发展的关键维度出发,在深入分析公立医院的管理阶段、管理体系以及组织韧性构成的基础上,提出共生管理阶段公立医院组织韧性的构成要素。同时,引入学习理论的“刺激—机体—反应”范式,从协同共生视角构建公立医院组织韧性培育的系统性框架,以构建协同情境、协同共生体和协同反应机制作为组织韧性的培育路径,以期为提升公立医院系统整体韧性和推动公立医院高质量发展提供借鉴。Organizational Resilience has become a research hotspot in the field of medical service system management.As the main body of China’s medical service system,how to cultivate its organizational resilience is an urgent practical problem to be solved in the medical industry.At present,most researches on organizational resilience focus on organizational individual learning and organizational structured output,and organizational ecological governance has become a research trend.By combing the research overview of Organizational Resilience,this study believes that“dynamic and static transformation mechanism”,“micro,meso and macro multi perspective consideration”,“multi-layer linkage within,between and outside the organization”are the key to the development of Organizational Resilience.On this basis,this paper deeply analyzes the management stage,management system and Organizational Resilience of public hospitals,and explores the development trend of Organizational Resilience of public hospitals in symbiotic management stage.Finally,the“stimulus-organism-response”paradigm of learning theory is introduced to build a systematic framework for the cultivation of Organizational Resilience in public hospitals from the perspective of collaborative symbiosis.Taking three-level public hospitals as an example,the cultivation paths of Organizational Resilience are put forward from the collaborative situation,collaborative symbiosis and collaborative response mechanism,in order to provide reference for improving the overall resilience of public hospital system and promoting the high-quality development of public hospitals.
