摘　　要：提出了新形势下外商直接投资项目产生的挤出或挤入效应的多样性和不确定课题研究背景;结合我国某石化项目、对外商直接投资项目建设期和运营期挤出或挤人效应从经济增长效益、就业效益、产业发展与资本形成、技术溢出效益、环保和能耗等方面,进行了深入的分析;指出外商直接投资项目刺激挤出或挤入效应的关键因素:国家对外资政策的优惠强度、产业竞争度、产业结构、投资自由度等因素均会显著影响挤出效应的概率;提出4点结论性建议。The research background of the variety and uncertainty of crowd-in and crowd-out effects,caused by FDI,is figured out.Based on the case study of a specific FDI petrochemical project,the crowd-in and crowd-out effects during construction stage and operation stage are analyzed,around the aspects of economic benefit,employment benefit,industrial development,capital formation,technical spillover benefit,environmental protection and energy consumption.The key factors which stimulate FDI's crowd-in and crowd-out effects are illustrated,including the preferential intensity,industrial competitivity,industrial structure and investment variance.Four points of conclusion are derived.
