文在寅政府的对日外交困境:原因与影响

摘　　要：文在寅政府执政后不久即大幅调整对日政策,在多个问题上与日本政府陷入争执,最终日本发起韩日贸易争端,两国关系陷入低谷。这个结果是由多方面因素导致的:韩日两国产业结构日趋同质化引发的激烈经济竞争,两国在政治价值观上所主张的国家间“实质性正义”与“程序性正义”的矛盾,韩国国内政党政治、公众舆论和民族主义对文在寅对日政策选项的压缩,常态性和突发性安全问题对韩日矛盾的催化作用,美国对其东亚同盟体系管理不善等。这些因素的长期综合作用,使文在寅政府难以扭转对日外交困局,并最终对韩日关系、区域与全球经济秩序、美国的东亚战略利益造成显著的消极影响。Shortly after Moon Jae-in governing,ROK’s diplomatic policies toward Japan were adjusted,and trapped into disputes with Japanese government on many issues.This eventually prompted Japan to take a trade conflict toward ROK initiatively,and the bilateral relations fell into an unprecedented trough.This result is caused by many reasons:mutual fierce economic competition caused by the increasingly homogeneous industrial structure;the contradiction between“substantive justice”and“procedural justice”advocated by the two countries in political values;options of Moon Jae-in administration’s diplomatic policies toward Japan were compressed by domestic party politics,public opinions and nationalism in ROK;catalysis to ROK-Japan contradiction caused by normal and sudden safety problems;mismanagement on its alliance system in East Asia by US government.These reasons were combined for a long time,making it difficult for Moon Jae-in administration to reverse the diplomatic dilemma with Japan.It ultimately had significant negative influences on ROK-Japan relationships,regional and global economic order,and the strategic interests of US in East Asia.
