摘　　要：本文基于资源分配视角,紧扣相对贫困的“相对性”这一本质特征,将收入基尼系数理论拓展到教育、医疗和住房领域,分别构造相应的洛伦茨曲线、测算对应的基尼系数。研究发现:我国收入和教育资源分配不平等是目前影响相对贫困程度最主要的因素,且城乡、区域差异较大;我国医疗资源在硬件和软件方面的分配整体而言较为平等,但区域、城乡间仍存有差异;我国住房,特别是住房财富层面的不平等程度越来越严重,逐渐成为影响相对贫困程度的重要因素。本文从完善和优化相关保障制度,制定和实施区域、城乡协调发展政策以及优化乡村产业结构、延伸产业链等方面提出缩小资源分配差异,缓解相对贫困,提高我国贫困治理水平和治理能力的建议,以促进共同富裕的实现。Based on the perspective of resource allocation,this paper closely follows the essential feature of the"relativity"of relative poverty.The theory of income Gini coefficient is extended to the fields of education,medical care and housing,and the Lorenz curves of income,education,medical care and housing are constructed separately,and the corresponding Gini coefficient is measured.The study finds that:the inequality in the distribution of income and educational resources in my country is currently the most important factor affecting relative poverty,and there are large differences between urban and rural areas and regions.The distribution of medical resources in my country is relatively equal in terms of hardware and software,but there are still differences between regions.The degree of inequality in my country’s housing,especially housing wealth,is becoming more and more serious.It has gradually become an important factor affecting relative poverty.This article proposes to reduce the difference in resource allocation,alleviate relative poverty,and improve my country’s poverty governance level and capacity from the aspects of improving and optimizing the relevant guarantee system,formulating and implementing regional,urban and rural coordinated development policies,optimizing the rural industrial structure,and extending the industrial chain,to promote the realization of common prosperity.
