家庭服务从业人员工伤保障的福利效用研究

摘　　要：家庭服务业在增加就业、改善民生、扩大内需、调整产业结构等方面发挥了越来越大的作用,为家庭服务从业人员提供工伤保障来提升该群体的主客观福祉水平显得愈发重要。本文借助江苏省家庭服务从业人员工伤保障课题的调查数据构建有序log it模型,考察了工伤保障对福利效用的解释力,发现与未参加任何工伤保障项目的家庭服务从业人员相比,参加了社会性或商业性工伤保险项目的家庭服务从业人员其主客观福利效用更强,这种福利效用在家政服务和养老服务业态中的从业人员身上体现得更明显,同时社会性或商业性工伤保险项目对从业人员福利效用的影响存在差异。基于此,需要进一步提高家庭服务从业人员的工伤保险参保率、积极开发多元化家政保险商业险种,并与商业保险公司建立多种形式的合作模式,以健全该群体的工伤保障制度,进而提升其主客观福祉水平。As domestic service plays an increasing role in promoting employment,improving people's livelihood,expanding domestic demands and adjusting industrial structures,it is increasingly important to improve the subjective and objective well-being of domestic workers by providing protection for them in terms of work injury.In this paper,through using the ordered logit model constructed from a survey data collected by a team of an research project in Jiangsu province,welfare effects of work injury insurance is explored and explained,it is found that compared with those who did not participate in any work injury insurance programs,t he welfare e ffects of t hose participating i n t he social or commercial w ork i njury insurance programs are more prominent.This welfare effects are more obvious in the domestic service and the elderly care service.However,different social or commercial work injury insurance programs have different effects on the welfare of the workers.Based on this,it is necessary to further improve the participation rate of employment injury insurance,develop diversified types of commercial insurance for domestic workers,and establish a variety of forms of cooperation with commercial insurance companies,so as to improve the employment injury insurance system for this group of workers,and raise their subjective and objective well-being level.
