尽调型查新与鉴证型查新的比较研究——基于查新项目的实证

摘　　要：对比了尽调型查新项目与鉴证型查新项目的不同,以期明确尽调型查新的难点,提升新时期科技查新的质量;在概述尽调型查新项目及其类型的基础上,分析了尽调型与鉴证型查新项目的共性与不同点,并针对尽调型查新的难点提出了相应对策。研究发现,尽调型查新面临开放科学运动加速了资源分散化、难以直接限定检索文献、需要应用大量的分析方法及工具等问题,针对问题提出了查新人员应通过加强沟通尽量挖掘潜在检索词、熟悉文献资源分布、掌握不同检索字段、不断学习新方法新工具以提升个人能力等对策。This paper compares the differences between the fidelity investigation type novelty search and the authentication type novelty search for clarifying the difficulties in the fidelity investigation type novelty search and improving the quality of sci-tech novelty search in the new period,and based on summarizing the projects and types of the fidelity investigation type novelty search,analyzes the similarities and differences between the fidelity investigation type novelty search and the authentication type novelty search,and puts forward some countermeasures for overcoming these difficulties in the fidelity investigation type novelty search.The study finds that the fidelity investigation type novelty search faces some problems such as that the open scientific movement has accelerated the decentralization of resources,the retrieval literatures are difficult to be directly limited,and a large number of analyzing methods and tools are needed to be applied,etc.,and in the light of these problems,puts forward some countermeasures for novelty searching staffs that they should explore the potential search words as more as possible,be familiar with the distribution of literature resources,master different search fields,and constantly learn new methods and tools to improve their own ability,etc.
