摘　　要：综合运用网络调查法、对比分析法、文献分析法开展研究,力求做到宏观研究、中层研究和微观个案研究相结合,质性研究和量性分析相结合,理论研究、政策研究和实证经验研究相结合,从政策环境、机构建立、平台建设、数据人才等方面归纳总结各国的科学数据开放共享进展情况,以指导我国科学数据开放共享的全面落地实施。This paper comprehensively uses the methods of network investigation,comparative analysis and literature analysis to carry out research,and strives to combine macro research,middle-level research and micro case research,qualitative research and quantitative analysis,theoretical research,policy research and empirical experience research,and summarize the progress of scientific data open sharing in various countries from the aspects of policy environment,institution establishment,platform construction,data talents,etc,in order to guide the full implementation of open and shared scientific data in china.
