论建制市“十五五”及多规划期发展新指向  

On the New Direction of Development during "the 15th Five-Year Plan" and Consecutive Several Plan Periods in Designated Cities

摘　　要：建制市面对“十五五”及后四个规划期(简称“新规划期”),以新战略观和科学实践观为指导,在继续进行波澜壮阔的伟大历程中,深透研究“新规划期”精准落实、圆满完成本域担当担责既定的第二个“百年目标”细分指标,制定好中长期发展规划。按照具有普遍意义“案例”式研究方法论,结合域情,充分吸纳更多建制市已经或正在创造创新的新形态新模式新方式新效果集成的突出新经验,前瞻三十年,以“五大理念”为高质量发展“指挥棒”,围绕更加聚光深入实施“五个统筹”国家发展战略、更加聚光经济发展体量力度演化、更加聚光城市特质型新定位、更加聚光强化“更新再造力”,以踔厉奋发的精神,砥砺奋进向未来。Facing "the 15 th Five-Year Plan" and consecutive four plan periods( "new plan periods"), designated cities take the new strategy view and scientific practice view as the guidance, during the surging magnificent momentum, deeply study the realization of "new plan periods" and successfully finish the designed subdivided indicators of the second "Centennial Target", and make good middle and long term plans. Following the widely used "case study" methodology, combining the characteristics of local cities, fully assimilating the advanced experiences created or being created by other designated cities in terms of new form, new mode, new method and new effectiveness, looking forward to thirty years, and using "five concepts" as the leading baton for high-quality development, we should center around focusing more on the deep implementation of "five overall plans" national development strategy, focusing more on the power evolution of economic development scale, focusing more on the new characteristic position of cities and focusing more on strengthening "innovation and reproduction power", and head strongly for the future with the spirit of summoning up one’s courage for a task.
