基层公职人员共谋式腐败的特征研究——基于1071个腐败案例的考察

摘　　要：近年来,基层社会频繁出现的“窝案”表明,共谋式腐败成为基层腐败的代表形式。本研究对中纪委国家监委网站从2015年到2019年公布的1071个基层腐败案例进行定量和定性的混合研究。研究结果显示:(1)相比于常规工作,基层公职人员更愿意在专项工作中与他人进行单向的共谋腐败;(2)相比于个人腐败,基层公职人员与他人进行共谋腐败(尤其是双向共谋腐败)时,涉案数额更大;(3)不同类型的共谋式腐败在觊觎的公共资源、被问责风险以及获利方式上存在差异。因此,基层纪检工作需要从公共资源配置、政策执行的制度建设、信息公开、公共人力资源优化管理等多个维度入手,为消除基层共谋式腐败提供系统性的策略。In recent years,the frequent emergence of“cases in hordes”in grassroots society indicates that conspiracy corruption has become a representative form of grassroot corruption.This study examines a mixture of quantitative and qualitative data on 1071 grassroots corruption cases publicized on the website of the State Supervision Commission of the Central Commission for Discipline Inspection from 2015 to 2019.The results of the research show that:(1)Public officials at grassroots level are more willing to conduct one-way complicity in corruption with others in special work compared with routine or regular work.(2)Compared with individual corruption,a larger amount of money is likely to be involved when grassroots offcials are engaged in conspiracy corruption(especially two-way conspiracy).(3)Various types of conspiracy corruption differ in terms of the the targeted public resources,the risks of being held accountable,and the ways of profit-seeking.Therefore,anti-corruption work in grassroots level needs to provide systematic strategies to eliminate grassroots conspiracy corruption from multiple dimensions,such as public resource allocation,institutional construction for policy implementation,information disclosure,and optimized management of public human resources.
